That's not necessarily true. In some states, it can be incredibly easy to be put on one of these lists, eg theoretically two consenting underage people having sex and statutorily raping each other, and both would be put on a watchlist, which would follow them for the rest of their lives. Its a problem in the system that will hopefully one day be worked out. I'm not saying this guy is a wonderful guy who is completely innocent, it may be far from the case. I just suggest that you not make such assumptions.

I actually came across this individual in court. I work in the court, and knowing the case, I can actually tell you that he is in fact mentally ill. and the charge implied is vastly understated!
